nco_config Utility is used by Omnibus administrator to configure event Housekeeping, Scope based event grouping, DB triggers and more.

When I logged into Omnibus pod "evtmanager-ncoprimary-0"
I did not find the nco_config under /opt/IBM/tivoli/netcool/omnibus/bin as indicated below:

How to lunch this tool when omnibus is part of a WATSONAIOPS openshift deployment?

That is correct - there are no GUI based tools shipped in the container.

You can however use tools such as nco_config from a preexisting installation of OMNIbus and connect them to you OCP resident ObjectServer
