I've tried again using Chrome and can access without any problem to CPLEX releases.
The error you get might be due to your Chrome installation or your computer configuration and state.

The version 22.1.2 is available in academic initiative. You need to go to the Text tab in search options and just type "cplex", the 22.1.2 will appear in the list.
