I am currently using TSM 7.1. I want to arrange all of my client bi-monthly-end backups to run on the last business day of every other month. What is the best way to get this done?

You can use the enhanced schedule, setting the month parameter to February,APril,JUNe,AUgust,October,December and setting DayOFMonth paramater to -1.
