There are 4 snapshots prior to this, unapproved. How can i unlock this CC?

Hi Waimee,
I already encountered this issue in the past. Here some tips.
1) you wait and try to unlock it later on 
2) if it still doesn't work, you create a new plan with this one as baseline
3) You can also raise a ticket to the support
