Where are costs defined as fixed or variable? How can this be changed?

Our company's model is classifying everything as fixed costs, and we would like to change this.

Typically in most Apptio deployments we have a Chart of Accounts which has a field for Fixed Variable where Fixed \ Variable would be defined at an account level.  This would be then used to populate the Actuals \ Budget data and then appended to the Cost Source Master Data populating the Fixed Variable column.  You may want to check this particular file to see if it's being hardcoded or if it's being populated from a column in the transform appended to the cost source master.  if it has a column you can trace that back to the column to see if it's being pulled from a mapping file.
