There are a couple ways you can use negative values when you are planning:

    1. You can enter negative values at a cost element level (i.e .the lowest level in your Chart of Accounts hierarchy) for any plan line item
    2. You can also set negative plan targets at a grouped cost center level (e.g. at a department or business unit level in your cost center hierarchy). When doing so you can set a group target that is less than the sum of targets of the  group's child cost centers. That difference between the group target and the sum of the individual child cost center targets automatically creates a "plug" to account for the delta that would need to be made up during the year.

However, if we upload negative data to ITP, the treemap does not work with the negative data.

We use negative budgets for project recoverable labor. In the labor tab we add negative FTE forecasts for people working on projects. In the past we also used labor business rules with negative calculations.
