I am looking for documentation on how to set up a windows server for integration with a Oracle database so that Datalink can be configured to pull data from said Oracle database.

Is there a step by step guide and best practice on how to configure the server for this set up?

The DataLink User Guides have step-by-steps for both agent on-premises installation and connector configuration for generic databases.  One of the key steps for configuring a generic db connector is finding the correct JDBC driver.  A good place to start for getting the right Oracle JDBC is here: JDBC/UCP Download Page .  Make sure to get the appropriate version for your Oracle DB.   More details on configuration will be in the guides.
