What exactly do you mean by solution quality? When we speak about solution quality, we typically mean the feasibility of the solution (like maximum bound violations, maximum slack violation, maximum residuals, and so on). Is this what you are looking for?

The method IloCplex::getQuality() is your friend. You can query several solution quality measures, for example MaxPrimalInfeas, MaxIntInfeas, and MaxPrimalResidual, if you want to assess the maximal infeasibility statistics.
