Are you writing a program in C or C++ that calls CPLEX through an API? If so, and your project has the target operating system set to 32-bit Windows, then I think you need to compile against the 32 bit version of the CPLEX libraries, not the 64 bit version (which I assume is what you have installed).

32bit Windows is not supported anymore in 12.7.1. You can take a look at the detailed system requirements to see what is supported and what not.
