VS 2013 is not supported with the most recent release (12.6).  We are working on supporting this but cannot make any commitments as to when it will be available.  For VS 2013, to use 2012 compatibility mode, you need to install VS 2012 standard/professional (paid version) or express (free) and then specify 2012 as the platform toolset (see this similar thread on 2012/2010).

But let me answer that in version 12.6.1

in CPLEX_Studio1261\opl\lib\

you have a x64_windows_vs2013 directory

In 12.6 this was not the case, so if you use 12.6 maybe you should move to 12.6.1
