    Hi

    range A=1..2;
    range B=1..3;

    tuple t
    {
    int a;
    int b;
    }

     

    {t} s={<a,b> | a in A,b in B};
     
    int D[<a,b> in s]=a+b;
    dvar int S[s];
     
    subject to
    {
     forall(a in A, b in B:D[<a,b>]!=0){

    S[<a,b>] >=D[<a,b>];

    }

    }

    works fine

    then you could add

    forall(a in A, b in B:D[<a,b>]==0) S[<a,b>]==0;
