I am evaluating Cognos Cloud and have been able to set up a Secure Gateway and Data Server Connection to an on premises database.  I have also configured FM to connect to the Cognos Cloud server, however when I try to use the metadata wizard to connect to the database through the Data Server > Secure Gateway, I get an insufficient capabilities error.  Is there something I need to do to configure this?

FM is not supported fro CLoud on Demand or Trial. See overview https://community.ibm.com/community/user/businessanalytics/blogs/david-cushing/2018/12/13/1
You should use data modules instead.
