Today we have it deployed as a Bluemix Service only, with a free plan, so it's open for everyone to use. We will introduce a paid tier soon, for advanced functions. Also, there will be an installable "local" version of it that customers can run anywhere. We plan to have a beta of this on-prem version soon. Functional scope and user experience will be the same across both.
