Is there an easy way to make certain colors within a bar chart reflect 2 different colors based on the value properties being on either side of the Axis? For instance, if I was looking at budget variance across different IT service areas, would it be possible to show the bars below the axis in "green" (under budget), and those bars above the axis in "red" (over budget)?

That's a great question. I'm not aware of any settings that let you do that. However you might try defining two complementary metrics (one for positive values, one for negative) and setting the Color Spec appropriately for each. Then use an overlay chart to merge them back together.

Do you mean something like this?  Actual vs Budget Variances - JSFiddle   At present, the "threshold" and "negativeColor" properties are not exposed to the report writer.  But this might make for an interesting way for all axis-bearing charts (bar, column, radar, line...) to illustrate just that.

I will add this functionality to Apptio's P&E analytics-customer-asks for 2016. 

Was this functionality ever added? I am trying to have a variance chart with opposing colors depending on which side of the axis the column is on.
