I have been unable to set up a labor rule for capitalized labor, so it appears labor rules only apply to OPEX. If that is the case, would it be a good enhancement to enable labor rules for capital labor? If I'm doing something wrong and I should be able to define labor ruled for CAPEX, please let me know how.

Also, (you can tell I'm new to CAPEX planning) I was not expecting to be able to use OPEX GL Accounts in the CAPEX tab and CAPEX GL accounts in the OPEX tab, or am I doing something wrong in the chart of accounts reference data?

I'd like to document here the private response you received from Apptio, as it will surely be relevant to others.

1. You are correct that the labor rules only work with OpEx accounts right now. This is something that our product team is eventually looking to address once they get deeper into project based planning. If this is something you are looking at taking advantage of then perhaps we can setup a meeting with our Product Management team to gather more information on how you do this planning today.
   
2. This is a known issue in the current release.
