AFAIK there is no variables or constraints or techniques limitations in the CPLEX Academic license.
My be I'm outdated, but for sure before Version 21, I don't remember any limitation.

Yes, it is possible to access IBM CPLEX, including the Academic Initiative version, from Visual Studio using C# with the Concert API.
