Your portal site is not linked to an API Manager instance and so can't be used.
If this is an on premises deployment then you appear to have done something wrong - I would recommend raising a support case.
If this is SaaS as the original post in this thread was from 3 years ago, then you also need to raise a support ticket so it can be investigated as the original post was solved 3 years ago!
How did you create your portal site? You need to do it from API Manager catalog settings, thats the only way that will work.

I am using APIC on AWS as a Service - when creating my developer portal I get these errors and cant seem to work out how to fix them. Would anyone be able to provide some guidance
