The toolkit is shown on our API Connect front-page so we tried to install it. We followed every steps presented inside the documentation.
We could not connect, and could not bypass the connection to work offline. We created a ticket to IBM and got the following answer :
Hello Nicolas,
Thank you for waiting. Currently, there is not a supported way for APIC V10 RI customer to connect directly to the API Manager.
The Designer is made to work locally. This would be the reason for your errors with logging in and connecting your APIM host endpoint.
The Designer provides the capability to develop draft APIs and products, and optionally to publish them to a catalog in a connect API Connect environment.
APIC V10 RI users are not currently able to connect the API Designer, rather only a local environment is supported.

First, it is strange to give us a tool on our front-page and say we can use it online when we cannot.
The documentation is made specially for our product version so I highly doubt the response I got from IBM.
Second, we cannot bypass the connection even when we setup the right environment variable on PC.
I feel IBM is not capable to produce good quality documentation (many policies such as Result are not even documented), many exemples shown have javascript errors. To me this tool is already a legacy software.
So no, I don't think we will get a fix anytime soon.
