APIC V5 (VMware deployment) is not supported on Azure. Its not tested in
that environment.
For Kubernetes install, v2018 and above would be supported as long as the minimum Kubernetes recommended version is used.

You can also consider installing Cloud Pak
for integration. Its supported on Azure.
The minimum version of apic in that environment is at least 2019.x
