Hello, client have 2 catalogs and 2 portals accordingly:

Catalog: Dev

Portal: https://dev-developer.aktifbank.com.tr/ 

Catalog: Test

Portal: https://uat-developer.aktifbank.com.tr/

First one can be opened directly while the other (Test) cannot be reached directly. Test portal can be accessed with "https://uat-developer.aktifbank.com.tr/api/uat" url. 

What can be the reason for this?

You don't mention the version that is being used.  In this case I am assuming IBM API Connect v10.0.5.1 (latest release).  It sounds as though a second web ingress needs to be defined.  This is documented here https://www.ibm.com/docs/en/api-connect/10.0.5.x_lts?topic=subsystem-defining-multiple-portal-endpoints-kubernetes-environment, it is also worth noting the rules for subpaths for sites https://www.ibm.com/docs/en/api-connect/10.0.x?topic=catalogs-configuring-sub-paths-developer-portal-sites.
