You needn't have to reinstall the software. Just updating the license file (typically called the access.ilm file present by default under the C:\ILOG\ILM\ folder on windows machines and /usr/ilog/ilm directory on Unix/Linux boxes) with the contents of the new license file should be enough.
The error itself indicates that the license file is no longer valid and has expired- you should be able to verify this by opening the license file using the wordpad/notepad and then if you see a date in the 'CPLEX' line which is in the past, then that would explain the reason for the error.
