    could

    range K=1..5;
    range N=1..3;

    float c[i in N][k in K]=i*k;
    float l=2.3;

    dvar int X[N][K];
    subject to
    {
    sum(k in K,i in N) c[i][k]*X[i][k]<=l;
    }

    forall(l in L ){
