Please see this blog post for how to get it.  As mentioned here, if 12.7 is not available yet (for faculty staff and students), it will be soon.

The preferred way to get CPLEX Optimization Studio is, as Ryan mentioned, to go to https://ibm.onthehub.com/WebStore/OfferingDetails.aspx?o=6fcc1096-7169-e611-9420-b8ca3a5db7a1 for Faculty Staff, and to https://ibm.onthehub.com/WebStore/OfferingDetails.aspx?o=9b4eadea-9776-e611-9421-b8ca3a5db7a1 for students.  Since just a few minutes ago, you will find version 12.7 there!

The link that you mentioned points to the old Academic Initiative site, which will soon disappear.
