The blue 'Build' box is actually the header block for the 'For you' section. The starter tutorials and services that it refers to are actually those in the grey boxes to its right (Monitor your resources, Backup with Veeam, and so on).
However, I can see how this text could be clearer, so I will pass your comments on to the IBM Cloud console design team.

I created an IBM cloud account with my IBM id. After account is created it takes me to a dashboard page with "Build" highlighted in blue , when I click on "Build" it doesn't do anything , "Build - Explore IBM cloud with this selection of easy starter tutorials and services."
Question - shouldn't clicking on this box show the "selection of easy starter tutorials and services" ? Attached the screenshot.
