When I work with enterprises on modernizing their operations functions, I typically encounter an ever-increasing amount of technical debt. Unless you make a deliberate effort to identify and manage technical debt, you will never be able to catch up. A key concept of SRE is to give people time to work on the technical debt - to engineer problems away. But developers also need to have some skin in the game: good practice is to allocate 10%-15% of your sprint capacity to addressing technical debt.
