as far as I'm aware you cannot disable/enable the 'actions' column. If you have the permissions to edit a device, you will see the column. Please review your permissions, and if you have 'admin' access, please raise a support case to troubleshoot.

it should appear automatically, but it might be that is in a different location (maybe not at the end, but maybe at the left hand side of the list).
You could choose other 'columns' by clicking any of the 'arrow down' icons on the list.
