With the release of IBM Cloud Pak for AIOps version 4.6, there is now a new deployment option: a version of AIOps that does not require an OpenShift cluster to run on:

This is a "technology preview" feature, and as such, is not intended for production use. If you simply want to trial AIOps however, or do a demo, or POC/POV, then this version is ideal and a very convenient option.
This version simply requires some Linux servers (bare metal or VM) and deploys the containers across them using a thin Kubernetes layer under the covers. Anecdotally, setup and deployment of an AIOps instance takes less than an hour. It supports both online and offline (bastion host) deployments.
An ideal setup would be 8 to 10 RHEL VMs, each with 16 cores, 64GB RAM, and 250GB disk. Note that it uses local storage, so is not resilient to VM failures, hence its unsuitability for production use. It can be a very convenient option for a quick deploy and trial however.
