We've had a lot of PMRs and customers asking for this, and I'm pleased to be able to say that it's now been released! We are now shipping Cognos BI 10.2.2 FP4 as part of a Jazz for Service Management upgrade. This is Jazz for SM 1.1.0.3 and it is only available for download through Passport Advantage, not FixCentral.

If you are unable to see this on PA, then please contact your IBM Account Manager rather than support to have this investigated. IBM Support does not have any access to customer account or entitlement details so we won't be able to help you with any issues there.
