You need to validate the partnership bandwidth limit against the link being used. For more context, please review the intersite link planning and partnership portions of the IBM Documentation.
The partnership bandwidth limit is the only value used for PBR/PBHA and it is for all IO, including Background, whereas for old remote copy technologies you had 2 settings, one of which was for background. That is why if you are migrating, this is likely to be incorrect.
I hope that clarifies things. If not, please let me know what is still unclear.

In Policy-based replication, all replication traffic is controlled by the partnership bandwidth limit. This is different to Metro Mirror, Global Mirror and HyperSwap - where the partnership bandwidth limit was only used to control the rate of the synchronization. So make sure you review this setting when you migrate from Global Mirror to PBR, because it will probably need to be increased.
