You can apply it for virtual appliances but, from the top of my head, you have the following options:
I might be unaware of different options for scenario #1. You may need to contact your sales representative to get access to VM images.

Here is IBM Security Verify Access Virtual Appliance quick start guide. This is the section about accessing the software:
2 Access the software.
If you download your product from Passport Advantage®, follow the instructions in the download document at https://supportcontent.ibm.com/support/pages/node/6826739. The download includes the IBM Security Verify Access virtual appliance firmware. It also includes an .iso image, a Virtual hard disk (VHD) file for XenServer, and a VHD file for Microsoft Azure.One more useful link -
Download IBM Security Verify Access v10.0.6 It has some additional details.
