 Ruel flow issue - Migration 8.9 to 9.5

Hey, we have recently migrated from 8.9 to 9.5. 
every time I import my workspace in the rule designer (Imported from zip archive) it shows the below error. 

Description Resource Path Location Type
The ruleflow 'Final Rule Flow' specified in the operation does not exist. RuleSet.dop /RuleApp/deployment 2ce779e0-6d37-49d9-bbd6-7871494d75cf Rule Designer Rule Model Problem


I have updated the rule flow multiple times in the decision operation. it works fine then. Even if I re-start my workspace and clean it again it builds with no errors. 
Could you help me understand what could be the issue?

This is probably related to the ruleflow UUID stored in the operation that may not match the one in the actual ruleflow.

How does it reoccur? do you import from the zip again?

@Alain Robert - Every time I Import  the project from zip the same issue occurs.

Do you export a new zip after fixing and then importing this one still has the problem? 

Did you compare the UUID of the ruleflow in the .RFL file and in the DOP file  ?

Yes after fixing this issue I create a new zip with a clean workspace. 
If I import it to another workspace the same issue occurs. 

I have compared the UUIDs from rule flow .rfl and .dop file before and after cleaning the workspace (with and without error). It's the same.
