 Role Permissions for Row-Level Security

We are wanting to create a custom role that is the basic View role for Cost Transparency, but want to allow them to see the Stage and Development environments on the reporting surface.

We thought we had done this, but have realized these users are able to see much more than anticipated (including Row-Level Security).

Which permissions allow access to Row-Level Security? I have looked through the descriptions, but it is not apparent.
