I had this problem the weekend of 10/18 doing a remote POWER10 server migration.  I wish I had this information that weekend.  It would have saved me a few hours.  I ended up slipping the LIC and then reapplying the PTF groups up to the last one that cause the problem.  The client is up and running fine, but I'll go back and bring their HIPER group up to that level created on 10/22/2025.  Just a few days after my troubles. :)
