    ok, as mentioned before AIX 7.1 is End of Support since April 30th 2022- so if you have no valid Service Extension/ entitlement you won't be able to download the base ISO Image from ESS:

    Please check on ESS if you can find 
    5799-HKU
    details
    		AIX 7.1 TL support

    If yes, then you are able to download the Base 7.1 TL1, TL2 etc.

    Otherwise use a still valid AIX 7.2 or 7.3 , not sure why you want to use EOS 7.1 - for a production Environment nobody should continue to run on EOS Versions.
