I was thinking that you are going to upgrade the Virtual I/O Server. But actually all these statements are true for the Server Firmware upgrade too.
I can't answer regarding LINUX, I haven't never hosted one on POWER, but I can imagine there is some deamon who acts similiar to RMC.
In general I wouldn't afraid about RMC connection too much. If it is not working now, it will not be working after the upgrade.
Double check the HMC firmware that it is compatible with the firmware you are planning to install.

As you say IBM i don't use RMC. So this instruction is misleading for IBM i partitions. But what about Linux (Red Hat) partitions? Do you know if they need a RMC connection?

IBM i LPARs do not use RMC connection. It use LIC (License Internal Code) to communicate with Phyp. In fact IBM i doesn't require TCP/IP active in order to perform DLPAR operation.
The manual which you are reading was probably written by some AIX person. From the other hand, I don't think you even need a RMC active for AIX LPARs in order to perform the VIOS upgrade. It is highly recommended to have this connection up and running, but I don't think it is blocking you from performing VIOS upgrade.

I need to update firmware on a Power9 server with 2 VIOS and several IBM i and Linux (Red Hat) LPARs. As my planned update can be done concurrent, I was hoping to do so.
In the installation instructions it says that I must have working RMC connections to all LPARs before I do a concurrent upgrade. On my server I have working RMC connections only to the two VIOS servers. None to the IBM i or Linux LPARs.
A couple of years ago I was told by IBM that IBM i is not using RMC connections, and I see the same in an old post in the community:
