You can put links in your attribute description, and they will show up properly in your Alt+F1 / Field help. It's not the More Information button, but it is a link from Field Help to your own help / "external website". For example, using DB Config to change the CI.CINUM attribute, I updated the Description to
Authorized CI Identifier; <a href="http://ontracksconsulting.com" target="_blank">Get Help</a>
, adding the highlighted part. Then go back to the List tab and Apply Configuration Changes. Then go to the Configuration Items app and Alt+F1 on the Configuration Item field. works great!
I went for CI.CINUM because it's out of the way; playing here isn't likely to interfere with other developers on the team. And CIs are fun! :-)
