Products which are delivered as part of a Servpac are in PSWI format. The only other way to order a z/OS product is as a CBPDO but as far as I known this is always in traditional format and requires SMP/e receIVE/APPLY/ACCEPT.

I cannot speak for other vendors, but ALL of IBM's z/OS platform software in Shopz is available in Portable Software Instance (PSWI) format.
