I had xemacs installed on my AIX systems for many years.  I needed to remove and reinstall libpng and as a result xemacs was also removed.

I have no idea what is allowed within IBM. I think it is better to ask your manager ;-) But the package xemacs is not in AIX Toolbox anymore, only emacs-X11:
