Yes, it is used for Scheduler. In project management there are several ways to calculate or measure Percent Complete. It can be by time spent, money spent, resources spent, number of jobs completed or by work accomplished. PCTASKCOMP is one way.
If you go to the Library tab on the Scheduler community:
https://community.ibm.com/community/user/internetofthings/communities/community-home?CommunityKey=60718772-c63c-4d74-bdad-56d8beac4ba3and search for Percent you will find this document by Lori with a link to a Percent Complete video for possibly more than you want to know:

Subject: WO.PCTASKCOMP: What is the intended use?
MAM 7.6.1.2:
In the WORKORDER table, I noticed there is a OOB persistent field called PCTASKCOMP:
Toad:

"Specifies the percent complete as calculated by tasks completed vs. planned."

Question:
What is the intended use for that field? Is there OOB logic that populates it?
- I can't seem to find any information online or in the IBM ERD. Maybe it's a Maximo Scheduler field?
