    am getting this error when opening the database as well

    Deleted it and added new one with a different region: Dallas. Worked.

    Yes I've now managed to do the same. When I first deleted my instance it then wouldn't let me create a new one. Had to log out of the account and close down the window. Once I signed back in I was able to create a new one with the Dallas location and that seems to work. A very frustrating issue!
