What is the point in defining an Manager-Team to a Team in BPM?

    I tried to find any meaningful usage of Managers for Team, but i can't find any. 
    The documentation tells me that managers are able to modify tasks, but they are not able to see tasks of the Sub-Team.

    The are able to use the "Team Dashboard", but you need to run Federation Server to get this feature. 

    So without Federation Server: Is there any meaningful application, which i am not able to see?
