There is no ILOG JRules version 7.3, so I assume you are referring to V7.1. There are a number of differences between V7.1 and V7.5. The primary difference is the addition of business event functionality by combining WebSphere ILOG JRules with WebSphere Business Events. Below are some of the additional updates:
Decision Center is the new Rule Team Server, for more information, see this related post:

A simplified product portfolio with only 2 licensed products: Decision Center (which now includes Decision Validation Services and Rule Solutions for Office) and Decision Server (which now includes Scorecard Modeler and Rules for COBOL)

Multiple release management capabilities to allow concurrent development without impact to alternate streams
A single Rule and Event Designer for IT productivity
