Visual Studio Code Remote Development |
Visual Studio Code Remote Development allows you to use a container, remote machine, or the Windows Subsystem for Linux (WSL) as a full-featured development environment. You can: Develop on the same operating system you deploy to or use larger or more specialized hardware. Separate your development environment to avoid impacting your local machine configuration. |

Unfortunally this plugin is not available on Linux on Z VMs, because this plugin needs to run some server component into target machine, and since the server binary was,t compiled for s390x architecture, it not work.
Inside the github commnuity of this plugin some people ask to develop it for s390x architecture also, but Microsoft to take it into consideration, needs some people to vote in order to understand the needs. With 20 votes (thumb up) or more it will take into consideration, and more votes give it high priority.
The following link are the 2 request I talked about, I ask you all to vote it in order to get this plugin implemented by microsoft for s390x architecture.
Support ssh to IBM LinuxOne (Red Hat Enterprise) · Issue #703 · microsoft/vscode-remote-release
s390x Support · Issue #6994 · microsoft/vscode-remote-release
Please vote it, we'd like to have better support for s390x architecture.
