    Which version of the Java JDK or JRE is supported for the three ODM tools? According to IBM's matrix, it only supports JDK 11 for Decision Center, and for Rule Server and Rule Designer, it only supports Java 8 JDK. This is contradictory.

    You got it wrong. Rule Execution Server is supported on Java 8 and Java 11 (toleration). The other components only run on Java 8.

    This is also written in https://www.ibm.com/docs/en/odm/8.11.1?topic=manager-software-requirements :

    "Operational Decision Manager uses Java 8.0.6...." 

    The other sentence saying "Java 8 support is deprecated in V8.11.1" means that in the following ODM releases (8.12.x, 9.0.x), ODM requires higher versions of Java.
