In my environment, we're using SQL Server for the Content Store. I've done this before by stopping the Cognos services, restoring the Content Store database from the backup, and then starting Cognos again. Once Cognos came back up, all of the folders and content were restored to the state they were in when the backup was taken.
The main thing to keep in mind is that you'll lose any Content Store changes made after the backup, such as new reports, updated reports, schedules, security changes, or other content modifications that occurred between the backup time and now.
If you only need to recover a few deleted folders, a safer approach would be to restore the backup to a separate database, temporarily point a Cognos instance to that restored Content Store, export the missing folders, and then import them back into your live environment. That way, you can recover the deleted content without affecting any changes that users have made since the backup was taken.
