The user must not have permissions to see folders or reports under Team Content. Check permissions of some of the objects in Team Content.
If you can log in as the user or watch the user, ask them to open their groups and roles, which can be seen in Preferences>Personal. Make sure the user has the appropriate groups or roles needed to see what is in the Team Content folder.
