there may be multiple reasons for this error.
Some of them I've discussed in this, nearly identical, thread.
Please have a look there and carefully analyze your <workspace>-graphite-configuration POD logs.

We have recently upgraded to MAS 9.1, we have granted access to MAFCONFIGADMIN group and granted access to Object structure OSLCMAFAPPDATA, also granted access to technician application. yet receiving "Unexpected token < <!DOCTYPE" while trying to open technician but able to download few apps like asset manager the version is MAF, Mobile and Manage all are 9.1.266, and in another environment (Version MAF, Mobile and Manage all are 9.1.318) in that while opening application configuration we are getting same error even the list isn't appearing.
