I completely agree with your opinion about utilizing dedicated platforms for workforce/availability management.
We are in early stages of understanding the better ways to help operations to manage their work and this point its all about visibility of data.
We are keen to know how they are utilizing devices and I will work that out with few approaches suggested here.

user tracking is always a tricky subject..
Are you interested in tracking:
- availability - are they working/can they work
- utilisation perspective – what are they doing.

- the updates the user is making?
It is very difficult to get an accurate picture of users in this way, and you should check with you HR department to see if there are any regulations about tracking employees in this way
Reading the Anywhererefid tells you that a record has been submitted to Maximo.
Does that tell you anything about the amount of time that was actually spent producing the change that was submitted e.g. I spent 5 minutes preparing the worklog entry?
It sounds like the Anywhere app needs some kind of timer to record the user's actual time "using it" and then transfer that as a separate piece of data.
If you had a separate interface then that could be processed into a custom MBO and stored in a way that is easy to analyse/report on e.g.by a BIRT report
In Vetasi's experience, analysing transactions is a good way of getting an impression of what the user is doing on a daily basis.
Transaction analysis quickly shows if they are downloading their work and simply doing nothing until the end of the day (or week), when all the updates are made at once
If the user is diligent, it is obvious from the pattern of transactions returned by the device.

That's Right , it's around auditing and how many users are using devices in offline mode.
Users are utilizing it in offline mode for most of the day and sync data at end of their shift. Operations is interested to track the on field technicians activity and availability.
Indeed its tedious task to reference back it to ANYWHEREREFID and fetch time from that.

This is an interesting question. At first pass it sound like "please tell me who is not logged into the system". After thinking about this, it occurs to me you could do a derivation "after-the-fact" analysis by looking at transaction tables to compare times when users were not in the system (i.e. Maximo MAXSESSION shows them having been logged out but then you see transaction times with ANYWHEREREFID populated and associated personids correlating to the users in which you are interested. This seems like an awful lot of work. What is business use case? Security audits?
