I am hoping to figure out a way to be able to use track & plan within the management of an Agile project that I am working on. The issue is that I am not using Blue Mix for the build and I only need the management to run as agile.

The Track & Plan service was retired from IBM Bluemix since May 25, 2017 (https://www.ibm.com/blogs/bluemix/2017/04/track-plan-retirement/).
Now, the Track & Plan service is offered as SaaS (out of IBM Bluemix) https://www.ibm.com/ms-en/marketplace/cloud-change-management
