If you've followed all of the steps defined in the inforcenter document, and the issue still persists, I recommend that you open a PMR with IBM.  They will likely have you perform a MustGather and then be able to identify whether a setting is missing or corrupt.

Opening a PMR is very quick and can be done online (my preferred manner.)  I prefer the online method as I can enter a detailed description and attach files that may be of use to the technician, thus eliminating the normal first step or two on each side when opening a PMR.

It's unfortunate that the link didn't resolve the issue for you.  When you do identify the root cause/ solution, please post back what it is.

    try these steps

    1. Go to servers --> server_name --> java and process management --> process definition --> java virtual machine --> custom properties

    2. add  user.timezone varialbe and give a supported value.

    3. Apply changes and and restart server.

    Alternative
I guess adding an arguement to JVM also should work
    under generic JVM arguements... add
-Duser.timezone= . where is the timezone code
